Why Infrared Thermography Is Required for Miami-Dade Recertification

The Building Officials Research Association (BORA) updated its infrared thermography guidelines in November 2021 requiring infrared thermography for all Miami-Dade 40-Year Building Recertifications where the building has an electrical service of 400 amperes or larger. The thermography report must be submitted as part of the sealed recertification package to the local building department.

BORA requires the thermographer to hold a minimum of 7 years of documented infrared thermography field experience. The thermography report must be reviewed and sealed by a Florida Licensed Professional Engineer.

Why Level III Thermography Matters for BORA Compliance

Not all infrared thermographers meet BORA's requirements for Miami-Dade recertification. Many contractors perform thermography with only a certificate of training — no documented OJT hours, no written practice, no ISO 18436-7 certification. A training certificate alone does not satisfy BORA's 7-year field experience requirement.

BORA specifically requires:

  • Demonstrated field experience — documented OJT hours per ASNT or Infraspection Institute records

  • NIST-traceable calibrated infrared camera — calibration records must be current

  • P.E.-sealed thermography report — signed and sealed by a Florida Licensed Professional Engineer

  • Thermal and visual image pairs for all exception findings

  • Temperature differential and emissivity data for all measurements

We satisfy every BORA requirement. Ask your thermographer for their certification number, written practice document, and camera calibration certificate before accepting any recertification package.

What Our Thermography Inspection Covers

Our BORA-compliant infrared thermography inspection surveys all energized electrical distribution equipment in the building under normal load conditions:

Infrared Thermography as Part of the 40-Year Recertification Package

Infrared thermography is one of the four required components of the Miami-Dade 40-Year Building Recertification package. We perform all four components in a single site visit:

  • Electrical inspection — P.E.-sealed evaluation of the electrical distribution system

  • Infrared thermography — BORA-compliant Level III IR scan of all 400A+ equipment

Beyond recertification, infrared thermography is a core component of NFPA 70B 2023 Electrical Safety Maintenance Programs.
