Why Equipotential Bonding Testing Is Required

NEC Article 680 requires all conductive components within and around a swimming pool to be bonded together into an equipotential plane — eliminating dangerous voltage differences that could cause electric shock in and around water. All conductive elements within 5 feet of the pool water's edge must be included in the bonding system, including the pool shell, pump motors, light fixtures, ladders, handrails, and diving board supports.

Ground resistance testing verifies that the bonding system is properly connected to the grounding electrode system and that ground resistance values are within acceptable limits for shock hazard protection.

When Is the Bonding Test Required?

  • New pool construction — final electrical inspection before certificate of occupancy

  • After any electrical or mechanical modifications to pool equipment

  • During 40-year building recertification when the pool is a building amenity

  • Miami-Dade Building Department permit requirement

  • Miami-Dade County health department inspection

  • Insurance carrier requirement for commercial aquatic facilities

  • Pre-purchase due diligence for properties with pools

  • Condominium and HOA annual safety compliance

What Our Bonding Test Includes

  • Visual inspection of all bonded components and bonding conductor routing

  • Continuity resistance testing between all bonded components per NEC 680 requirements

  • Ground resistance testing of the grounding electrode system

  • Documentation of all test measurements, equipment surveyed, and conductor routing

  • Identification of any bonding deficiencies with corrective action recommendations

  • P.E.-sealed certification letter addressed to the authority having jurisdiction — building department, health department, or insurance carrier as required

NEC Article 680 — Key Bonding Requirements

NEC Article 680 establishes specific bonding requirements for swimming pools, hot tubs, spas, and aquatic facilities. Key requirements include:

  • All metal within 5 feet of the pool water's edge must be bonded — including reinforcing steel in concrete pool shells

  • All pump motors, filter housings, and underwater lighting fixtures must be bonded

  • All metal ladders, handrails, and diving board supports must be bonded

  • The bonding conductor must be a minimum 8 AWG solid copper conductor

  • The equipotential bonding grid must be connected to the grounding electrode system

  • All electrical equipment within 10 feet of the pool must be GFCI protected

What Happens If Bonding Is Deficient?

Deficient bonding creates voltage gradients in and around the pool water — a condition known as Electric Shock Drowning (ESD). ESD has caused numerous fatalities in residential and commercial pools across the United States. A pool with deficient bonding may pass visual inspection but still present a life-threatening shock hazard to swimmers.

If our test identifies bonding deficiencies, our P.E.-sealed report provides specific corrective action recommendations. Once corrections are completed, we return to retest and issue the compliant P.E.-sealed certification letter. Most bonding deficiencies are straightforward to correct with a licensed electrical contractor.

Commercial Aquatic Facilities

We perform bonding and ground resistance testing for all types of aquatic facilities throughout Miami-Dade, Broward, and Palm Beach counties:

  • Residential swimming pools — single family and multi-family

  • Condominium and HOA amenity pools

  • Hotel and resort pools

  • Community center and recreational pools

  • Water parks and splash pads

  • Hot tubs, spas, and therapy pools

  • Commercial aquatic centers

Fast Turnaround

Most single pool bonding tests are completed and P.E.-sealed certification letters delivered within 2–3 business days of the on-site test. For building permit deadlines or health department inspection dates, call (786) 265-8789 to discuss expedited service.
